From the register of members to the general meeting and the TCDC return. Its rules follow the Cooperative Societies Act 2013, the Cooperative Societies Regulations 2015 and the Microfinance (SACCOS) Regulations 2019.

Membership

The register of members, kept the way the by-laws say.

Register of members

Every member with member number, branch, join date, status, shares in units and savings, searchable by name, number or phone.

Entrance fee

Collect the kiingilio once, into a cash account with a receipt reference, and see who has paid on the register.

Nominees

Record successors with relationship, share and two witnesses, with active shares never above 100%.

Suspension and reinstatement

Suspend or reinstate a member with a reason that stays on the member's record.

Member exit

Exit through approval for withdrawal, death, expulsion or ceased participation, refunding shares and savings. Exit waits while loans, pledged guarantees or fines remain.

By-law settings

Licence category, waiting period, minimum guarantors, statutory reserve, quorum, board terms and the share holding cap.

Contributions

Plans, dues and fines that follow each member.

Contribution plans

Plans for shares or savings, weekly to annual, with a due day, grace days and a late fine.

Dues timetable

Every member's past dues and the periods ahead, generated each night without duplicates.

Oldest dues first

A contribution settles the member's oldest dues first, in the same posting.

Late fines

Overdue dues attract the plan's flat or percentage fine once, paid to penalty revenue or waived with a reason.

Download contributions by month, plan and status as Excel, with the branch and filters on top.

Shares and savings

Member accounts posted through the ledger, with approval where it matters.

Share and savings accounts

Shares, compulsory savings and optional voluntary savings for each member.

Postings through approval

Contributions, withdrawals and adjustments post through maker-checker, and each posts only once.

Share holding cap

The by-law cap on one member's share of capital applies once the SACCOS has 20 active members.

Statements

Members see their shares and savings statements in the member portal, and staff see them on the member's record.

Member loans

Lending tied to membership, savings and guarantees.

Eligibility rules

An optional waiting period, a paid entrance fee, the minimum share holding, and no other loan more than 30 days in arrears.

Savings multiplier

SACCOS loans are capped at the member's eligible savings times a multiplier.

Member guarantors

Pledges against savings with written disclosure, no reciprocal guarantees, a minimum number before approval, and release when the loan closes.

Recovery from guarantors

Call a guarantee and recover from the guarantor's savings through approval, with an SMS to the guarantor.

Insider loans

Loans to members who hold office are flagged and reported with their rate against the product rate.

Classification and provisioning

The portfolio by regulation 40 class with required provisions, on the SACCOS overview and in the schedule report.

Governance

Leadership, meetings and elections run by the rules.

Leadership seats

Chairperson, vice-chairperson, secretary, treasurer, board and committee seats, with vacancies marked and one holder per seat.

Terms and limits

Board terms, a consecutive-term limit, at most nine board seats and an independent supervisory committee.

Meetings

General, board and committee meetings with notice rules, an attendance register, quorum, adjournment and cancellation.

Motions and elections

Motions with their voting method and counts, and secret-ballot elections that record who received a ballot, never how anyone voted.

Minutes and resolutions

Minutes with confirmation and Registrar submission, and resolutions that later approve dividends.

Meeting report PDF

An A4 report in English and Kiswahili with the register, motions, tallies, elected seats, minutes and signature lines.

Surplus & Member Returns

The year's surplus, distributed and posted correctly.

Statutory reserve

At least 20% of the surplus is set aside before any distribution.

Dividends and savings bonus

Dividends on shares and a profit-based bonus on savings by average monthly or year-end balance, with withholding.

Approval references

Each distribution cites the general meeting resolution and the regulator's approval, and posts through approval.

Benefits payable

A member with no open account is owed the amount, which a teller pays out from a till.

Kiswahili SMS that members understand, with the cost shown first.

Contribution reminders

An SMS three days before a due date, and an overdue notice with any fine.

Meeting notices

Send a notice, a reminder or a meeting's outcome to every active member, the officers, or those present.

Message the register

Text members by status and search filter in a branch, with an editable Kiswahili message.

Cost before sending

Characters, SMS parts, recipients, credits and the wallet balance show before Send, and sends are listed with delivery counts.

Guarantor messages

Guarantors hear by SMS when a pledge is made, called or recovered.

Sign in by SMS

Members sign in with the phone number the SACCOS holds and a one-time SMS code, and pick their SACCOS if they belong to several.

Their loans and schedules, and the guarantees they gave and received.

Nominees and meetings

Their nominees, upcoming general meetings, and reports of closed general meetings as PDF.

The reporting calendar tracks every statutory deadline, and the system prepares the reports from the records you already keep.

Reporting calendar

Every obligation generated twelve months ahead from your licence and financial year, with dates moved off weekends and public holidays.

Reminders before each deadline

Email at 14, 7 and 1 days before and when overdue, optional SMS, and a notice on the home screen.

Submissions on record

Owners and admins record the date, reference and the regulator's acknowledgement for each return.

Complaints register

A registration number on receipt, 14-day and 48-hour due dates, Bank of Tanzania referrals and the monthly Form No. 2.

TCDC returns and registers

The delinquency report, classification and provisioning, largest loans and depositors, insider loans and every statutory register.

Compliance settings
